Description: On March 15, 2019, Plaintiff, a Latino or Hispanic male, was walking down the street when POs including MCIVER, CALLE, MILONE, approached Plaintiff and told Plaintiff to drop what he was holding. Plaintiff dropped all of the items in his grasp putting up no physical resistance. POs violently contorted Plaintiff’s arms behind his back and handcuffed him in excessively tight fashion. Plaintiff was unlawfully arrested and detained over the course of eighteen hours. Plaintiff was removed to the precinct where Plaintiff was subjected to a strip search and invasive cavity inspection.
