After three individuals (not parties to this complaint) arrived to inquire about puppies for sale, they were stopped on their way out of the garden by Officer CINTRON and another unidentified officer. CINTRON searched them and found a crack pipe on one of the individuals. CINTRON then accosted SUAREZ whom he knew because CINTRON had been accused of falsely arresting and assaulting Suarez's brother two years prior.
