Description: On March 13, 2013, the Plaintiff was driving on the interstate when an unmarked car driven by police officers William Hanlon and Christopher Rivera pulled up behind him with red and white lights flashing from the windshield. The Plaintiff was concerned that the car was not really police officers and was suspicious of why he would be pulled over because he had not violated any laws. The Plaintiff put his car’s hazard lights on and drove slowly on the right line and called 911 to verify whether the people trying to pull him over were police officers.
