Description: On September 23, 2011, Plaintiff was arrested and charged with attempted homicide. Two days prior he had been in a barbershop where a shooting occurred. Although he was not wearing dark clothes similar to that reported by witnesses, Detective Jay Wolsky determined that Plaintiff should be falsely charged. The victim did not report the crime at the scene, and security cameras showed Plaintiff leaving the barbershop in an ordinary manner. Detective Wolsky and Lieutenant Shamus McHugh filed contradictory statements about whether Plaintiff fled when arrested and whether there was a line up.
