Description: On December 9, 2018, police officers Simon Rashid, Toniann Groth, Frederick Manney, and John Doe stopped Plaintiff's motor vehicle without any probable cause or reasonable suspicion for doing so. Despite the absence of illegal activity, PO questioned and searched Plaintiff's car without consent nor any lawful justification. PO then violently arrested Plaintiff and handcuffed him in an excessively tight fashion, causing Plaintiff to suffer physical pain. Plaintiff was taken to the police facility where he was fingerprinted and strip-searched.
