Description: On February 2, 2021, Plaintiff LUIS SANTANA was a passenger in vehicle when that was stopped by an unmarked police vehicle containing four NYPD officers. After confirming the license was valid one of the NYPD officers asked SANTANA and the other occupants to exit the vehicle because they needed to search it, alleging there was a smell of "weed", despite no one smoking inside the vehicle.
