Description: On August 3, 2017, at approximately 10:00 a.m., Plaintiff was in the vicinity of the 49th Precinct in the Bronx when Detective Robert Cintron and other officers approached, detained, and tightly handcuffed Plaintiff. The officers, including Detective Cintron, acted without an arrest warrant, probable cause, or legal justification, alleging Plaintiff's involvement in a gang assault and harassment related to an incident on July 19, 2017.
