Description: "On January 23, 2014, plaintiff Osama Metwally, was working as a livery cab driver and was en route to JFK Airport to pick up a prearranged fare. Plaintiff saw defendant Detective Iballys Starling dressed in a leather jacket, blue jeans and black boots with her hand out as if hailing his cab. Plaintiff pulled over and backed up towards defendant, who approached the car, told plaintiff she'd give him a ""buffet"" for $100, and gave plaintiff her phone number. Plaintiff then realized she may have been a prostitute, rolled up his window, and drove away. About five blocks later, 5 police vehicles surrounded his car and forced hi to stop.
