Description: On February 7, 2014 Plaintiff was lawfully in the vicinity of Third Avenue when POs Ronald Kowalski, Luis Mercedes, Eric Calderon, John Doe, and John Roe approached and summarily stopped, grabbed, assaulted, battered, detained, and searched Plaintiff without legal justification as part of a racially-motivated arrest quota system. Plaintiff was falsely imprisoned, subjected to a strip search, and maliciously prosecuted. Description: On October 3, 2010 Plaintiff was driving when PO Nelson Mangual and PO Ronald Kowalski pulled him over in their police vehicle. POs requested paperwork and Plaintiff provided, also asking why he was pulled over. PO Mangual told Plaintiff he was pulled over for speeding, then walked to the trunk of his police car, retrieved a tint meter, and returned to Plaintiff. Plaintiff's vehicle did not have tint on the windows. PO Mangual told Plaintiff to roll his car windows up, then further, than down and Plaintiff was confused regarding the contradictory instructions, stating "I am trying to comply."
