Description: On March 6, 2020, Plaintiff was lawfully present on the street when Defendant Officer Douglas Ryan, Defendant Officer Jerry Varice and Defendant Officers John or Jane Doe 1-10 approached Plaintiff, grabbed him, and began searching through Plaintiff's pockets without any legal basis to do so as Plaintiff had exhibited no indicia of criminality. Defendant Officers pulled Plaintiff's pants down in the street in full open view of the public, and proceeded to remove Plaintiff's underwear in full open view of the public. When Plaintiff expressed his discomfort at having his underwear opened and genitals exposed in the street, Defendant threatened to tase Plaintiff.
