Description: ON July 13, 2023, plaintiffs, who are both black, were riding bicycles to meet their friends in Brooklyn. They approached their friends' brownstone and noticed them outside the house with several police surrounding them. When she tried to ask if they were okay, Plaintiff Flores was stopped by defendant NYPD Officer Kamron Chase, who laid hands on her and told her to step back. Plaintiff Flores complied, and was ordered to step against the wall by defendants. As she complied with their orders, defendant NYPD Officer Kenneth Rambert grabbed her, began to choke her, and slammed her against the side of the stairs.
