Description: On March 2, 2014, Plaintiff, a licensed food vendor in Queens, was approached by Defendant Officer Cooley when he demanded that Plaintiff produce her mobile food vending license. Plaintiff complied, and Defendant Officer left but returned a few moments later speaking english to Plaintiff who is a native Spanish speaker. Defendant Officer then told Plaintiff her vending license was fraudulent, and asked her to produce another form of identification. Plaintiff did not have any other form of ID so Defendant Officer handcuffed her, put her in a police van, and brought her to the precinct.
