Complaint
Description: On June 4, 2022, Mr. James had been present at or near 149th Street and Adam Clayton Powell Boulevard in Manhattan, when unidentified police officers (John Doe 1-3) unlawfully pursued, falsely arrested and caused and/or contributed to his death. More specifically, the police officers engaged Mr. James in a foot pursuit for several blocks, unlawfully detained him and placed him in handcuffs. Mr. James began having difficulty breathing and suffered a cardiac event. Mr. James told the officers that he believed he was dying, but the officers did not remove the handcuffs. The police officers administered chest compressions to Mr. James while he was on his back with his hands under him in handcuffs. Onlookers plead...
