Beggs, an African American, was properly on a sidewalk near Seventh Avenue and West 13th st. of Manhattan when he was stopped by the officers for no reason. The officers arrested Beggs with no justifiable cause and even tried to fabricate evidence while engaging in a harmful bodily contact.
