Description: On June 6, 2017, at approximately 3:00 p.m., Plaintiff Julia Burgos was unlawfully detained for an excessive period of time by the defendants, the City of New York, NYPD Officer Martinez, NYPD Officer Hamlet Deleon, NYPD Officer John and Jane Does I - VI. On the aforementioned date, the plaintiff was walking in the vicinity of Wilson Avenue and Green Avenue when a man grabbed her phone and attempted to steal it. One onlooker, a man named Charles, saw the altercation, called 911, and offered to drive the plaintiff home. As the plaintiff and Charles were driving in his car, several police officers responded to the 911 call. The plaintiff told one of the officers she did not want to file a police report. Subsequen...
