Description: On October 26, 2012, plaintiff was walking at the corner of Skillman Ave and Woodpoint Rd, Brooklyn, NY. A team of undercover police officers were on assignment in that vicinity. The team consisted of defendants Zeffiro, Chatman and Martinez. Zeffiro claimed he observed plaintiff hand Santos a quantity of heroin. Plaintiff was stopped, detained, frisked and searched by the officers. Plaintiff was arrested, charged with crimes, and held in jail. Zeffiro swore to his allegation in a Brooklyn criminal complaint filed against plaintiff. Chatman relied on Zeffiro's information when preparing the criminal complaint.
