Description: On January 22, 2022, at approximately 7:00 p.m., in the vicinity of the intersection of 145th Street and St. Nicholas Avenue, New York, New York, in which Defendant Officers, Crystal Rivera, Barbara Morales and Marcin Paluchowski, acting under color of state law, caused Plaintiff, Bernard Downes to be unlawfully stopped, questioned, searched, detained and arrested without reasonable suspicion or probable cause. Defendants illegally approached Plaintiff with outstretched limbs immediately before forcefully grabbing and holding Plaintiff’s arms and body.
