Description: Plaintiff 1 was walking on the street when he heard shooting and then he saw a group of people started running. Scared, plaintiff 1 ran with the people and was then caught and arrested by the police. Plaintiff 2 was walking on the street when he heard shooting and saw a group of people running. Plaintiff was arrested by the police and questioning him about the shooting. Both plaintiffs were strip-searched at the precinct but recovered no contraband. DA refused to prosecute both cases.
