Description: On February 10, 2024, at approximately 5:00 a.m., near 5 West 30th Street in New York City, defendants Jenkins, Smith, and Does 1-10, without an arrest warrant or probable cause approached Plaintiff Rafael Albelo who was lawfully present in the area. They stopped, searched, assaulted and detained him based on fraud, perjury, and misrepresentations. Description: On June 29, 2016, at approximately 7:50 p.m., Jeff Stroy was present at 251 Tompkins Avenue in Brooklyn with his cousin and his cousin's son when a theft occurred involving his cousin's vehicle. Mr. Stroy and his cousin pursued the stolen car in a separate vehicle operated by another person. After the stolen vehicle crashed, NYPD Officer Wayne Jenkins (Shield #12030) arrested Mr. Stroy, accusing him of excessive speed and reckless driving, despite him not driving the vehicle. Mr. Stroy was taken to the 79th Precinct and held at Central Booking for approximately 18 hours before being released. The charges were later dismissed on March 7, 2017.
