Description: On January 22, 2015, April 22, 2015, and July 1, 2015, Plaintiff was arrested by POs Shaniqua Clark, John Moise, Sgt. Fuggy, and Charlie Fernandez for the false claim of selling a controlled substance. Plaintiff is a recovering heroin addict, who participates in a methadone clinic program to assist him in his recovery. Each of the arrests was outside the same methadone clinic. After each arrest, Plaintiff was brought to the precinct, strip searched, held for 48 hours and then released. Each time, Officers lied on their reports to arrest Plaintiff and commence prosecution against Plaintiff. All three sets of charges were dismissed.

Torrell grabbed the plaintiff and twisted his arms while a John Doe kicked the plaintiff while he was already in handcuffs. Defendant P.O.
