Description: On October 4, 2023, Plaintiff Vaughn Frederick was driving his three-wheeled autocycle in midtown Manhattan when Defendant (Dylan) Buschinski cut him off and redirected only him, and not other cars, down another route. When Frederick asked why, officer Buschinski asked if Frederick had a motorcycle license or helmet, which Frederick did not because neither are required to legally operate an autocycle. After ordering Frederick to exit his vehicle, Buschinski and other NYPD officers grabbed Frederick by his neck and shoulders to remove him from the vehicle, twisted Frederick's arm and wrist, and handcuffed him, causing Frederick to suffer multiple injuries warranting hospitalization.
