Description: This complaint details several instances of misconduct. On or about December 31, 2022, Officers Edison R. Gutierrez (Tax #932763), Mark Carlino (Tax #936306), and five John Doe police officers pulled over Plaintiff Jamel Davis without provocation. The officers were driving an unmarked vehicle. They accused Davis of possessing illegal contraband and unlawfully searched his vehicle, but did not find anything. They then seized Davis, causing him multiple injuries, and arrested him without cause, detaining him for over an hour.
