Description: Plaintiff was in Times Square with a Cop watch Patrol Unit when he noticed a police officer using a personal cell phone. Plaintiff approached the officer and said that it was a violation of the NYPD Patrol Guide. Plaintiff began to film the officer and the officer started to avoid the camera. The officer then asked the plaintiff for identification, and immediately arrested him for obstructing governmental administration. The criminal court complaint was dismissed.
