Description: On February 17, 2023, plaintiff was operating his motor vehicle when he was approached and stopped by defendant-officers. At the time of the incident, plaintiff's left leg was in a brace and was required to use crutches to walk. Plaintiff complied with officers' requests for identification. Officer-defendants ordered plaintiff out of his vehicle. Officers placed defendant under arrest, restrained him with unreasonably tight metal handcuffs. Plaintiff was forced to lie down in the back of an NYPD vehicle, wherein he was transported to a local precinct. Immediately after processing, plaintiff was brought into a separate NYPD vehicle.
