Description: On November 23, 2011, Plaintiff was falsely arrested by officers Isaac Ngmontalvo, Mark Worthington, and Colon without reliable evidence for a murder Plaintiff did not commit. Plaintiff is an cognitively challenged individual who does not read or speak english well. The officers were motivated to quickly close a murder investigation and therefore failed to conduct a thorough investigation, including no attempt to speak with most of the witnesses on the scene and failing to preserve most of the video evidence.
