Description: On November 23, 2011, Plaintiff was falsely arrested by officers Isaac Ngmontalvo, Mark Worthington, and Colon without reliable evidence for a murder Plaintiff did not commit. Plaintiff is an cognitively challenged individual who does not read or speak english well. The officers were motivated to quickly close a murder investigation and therefore failed to conduct a thorough investigation, including no attempt to speak with most of the witnesses on the scene and failing to preserve most of the video evidence. Only a repeat felon drug dealer alleged, without evidence, that Plaintiff was the shooter. The officers gave Plaintiff false promises and threats to coerce him to confess to crimes he did not commit.
