Description: On April 11, 2013, PO Christopher Lopez and two unknown POs battered, detained, and arrested Plaintiff without warrant or probable cause. Plaintiff was placed in a cell for one day, handcuffed behind his back for upwards of seven hours. The handcuffs were excessively tight, causing blood loss, numbness, and bruising to his hands. After 24 hours, the DA declined to prosecute. At some point over the course of these events, the POs drew and pointed guns at Plaintiff, his wife, and his family. The case against Plaintiff was eventually terminated in an adjournment in contemplation of dismissal on June 24, 2013.
