Description: On or about September 5, 2013, Chaz Rodriguez (plaintiff) was lawfully present inside a subway station when he was unlawfully stopped, questionned, frisked, seized, and unlawfully handcuffed and arrested by NYPD officers (defendants). The officers lacked probable cause or reasonable suspicion to justify their actions, searched the plaintiff without legal justification, and did not find any contraband. At no time was plaintiff in possession of any illegal drugs, weapons, or contraband The plaintiff was transported to a precinct, where he was photographed, fingerprinted, and detained.
