Description: Plaintiff was walking when the defendants stopped him, arrested him with tight handcuffs, and refused to give explanation for the arrest when asked by the plaintiff. Defendants took the plaintiff to PSA 3 and given an interrogation where defendants attempted to coerce plaintiff into confessing to a crime he did not commit. Afterwards, plaintiff was taken to the 90th precinct for another interrogation where the same attempt at coercion took place. Defendants took the plaintiff back to PSA 3 when that did not work out. Plaintiff was released from Central Booking nearly a day later without being charged because of "insufficient evidence to prosecute."
