Plaintiff is not fluent in English. Several uniformed POs entered the restaurant and exited with an arrested customer. The PO's reentered and asked Plaintiff for ID, one saying if she doesn't have ID she will be sent to jail. They raised their voices and spoke in intimidating tones.
