Description: On or about December 14, 2021, Plaintiff Shaquana Haynes called 911 seeking assistance transporting her son, D.M. who suffers from severe mental and developmental health issues to a nearby hospital. D.M., who was thirteen at the time, had left home and did not return for several days. On December 14, he reappeared outside the family apartment, and Haynes called for emergency services, as she was previously advised to do by D.M.’s medical providers.
