Description: On or about April 30, 2018, plaintiff was outside a public housing complex when he was approached by defendant POs D'Amico and Does claiming that they have a warrant for his arrest. No warrant for his arrest had been issued. When plaintiff tried to walk away, he was struck in the back of his head and face with an object believed to be a taser. Defendant POs then held plaintiff on the ground with their knees on his chest. When he complained that he could not breathe, defendant POs only laughed. Plaintiff was subsequently charged with resisting arrest, obstruction of governmental administration and false personation. All charges were later dismissed and plaintiff was released after 8 days in custody.
