Description: On August 16, 2016, at around 5:00 p.m., Plaintiff was present near 1900 Lexington Avenue in New York, NY, when Plaintiff was unlawfully stopped, questioned, frisked, and arrested by New York City Police Officers, including Patrick O'Donnell and Lieutenant Cheryl C. Shea. Plaintiff, who observed officers arresting Plaintiff's younger brother, inquired about the reasons for the arrest. After retrieving Plaintiff identification from Plaintiff apartment, Plaintiff was walking toward the precinct when officers forcefully grabbed him, slammed Plaintiff to the ground, and dragged Plaintiff across 1.5 blocks to the 25th Precinct, while Plaintiff was handcuffed, causing severe pain, especially to the foot.
