Description: On March 27, 2018, the plaintiff went to the 47th NYPD Precinct located at 4111 Laconia Avenue, County of Bronx, New York, to speak with an officer regarding a vehicle identification number form. An officer at the front desk told him an officer will come by his house to complete the form, however the plaintiff waited at home and no officer ever came. The next day the plaintiff went back to the Precinct again and spoke to another officer at the desk explaining that no officer ever showed up, and this is when defendant NYPD officer approached the plaintiff and illegally grabbed him without probable cause.
