Description: Defendant officers approached the plaintiff and friends and told them if they didn't produce identification they would be arrested. Plaintiff did not have ID and ran from defendant officers. Defendant officers chased, tackled and handcuffed plaintiff and placed him arrest. Plaintiff was physically assaulted in the police car. Plaintiff was charged with disorderly conduct and resisting arrest. All charges were dismissed.
