Complaint
Description: On or about February 20, 2016, plaintiff, an NYPD officer, was driving while off-duty when he was pulled over by NYPD Officers Richard Hanson and Kerin Donahue. The officers impermissibly targeted plaintiff because he was Black. On March 4, 2016, plaintiff was again pulled over by Officers Hanson and Donahue, who called Sergeant Tomeka Ruffin to the scene. Sergeant Ruffin ordered that plaintiff be taken to the 32nd Precinct. After the officers made false, unfounded claims about plaintiff, charges were filed against him and an NYPD disciplinary trial was held. Plaintiff was suspended without pay.
