Description: On May 12, 2022, plaintiff Issac Morales was lawfully walking on the sidewalk when defendant officers, dressed in plain clothes, yelled at plaintiff without announcing themselves as police officers, and began to run at plaintiff without legal justification whatsoever. In fear for his life, plaintiff ran in the opposite direction. Defendants assaulted and battered plaintiff, tackling him to the ground and then began to kick and punch his head and body without any legal justification as to the use of tactical force. Defendants placed their knees on the back of his neck and back and began searching his body, but did not recover any contraband.
