Description: On May 5, 2014, Plaintiff was driving on Quincy Street (a one way street) near the NYPD 81st Precinct. NYPD affiliates illegally double parked their cars along the street, and as Plaintiff was driving, someone opened their car door causing a minor car accident. Plaintiff exited his vehicle and began talking to two officers at the scene of the accident - Defendant Rodriguez and John/Jane Doe #1. Defendant Ritchie approached Plaintiff who only identified himself as a "concerned citizen" when in fact he was a NYPD officer.
