Complaint
Description: On August 8, 2023, Plaintiff Milton Espada was lawfully removing illegally stored vehicles from Plaintiff Arthur Kill Properties' (AKP) land. Plaintiff Espada was ambushed and illegally detained by private citizens from Breen Bros. Towing, which had an arrangement with municipal agencies to store their vehicles and did so illegally on Plaintiff AKP's property. When NYPD Officers Daniel Center and Robert Campbell arrived at the scene, they ignored the illegal actions of Breen Bros. and instead targeted Plaintiff Espada at the request of Joseph Breen.
