Description: On October 29, 2017, on or about 10:00 PM, Department of Homeless Services Police Officers Yong (Shield 563), Sergeant Sawyer (Shield 875), Larry Feng, Sergeant Brown and John Does 1-3, searched the Plaintiff on his entry into a Men's Shelter at 400 East 30th Street New York, New York and thereafter searched the locker assigned to him at the Shelter and thereafter arrested the Plaintiff for Unlawful Possession of Marijuana. The officers restrained the Plaintiff and handcuffed using excessive force causing him injury to both hands and wrists.
