Description: On August 2, 2018, at approximately 5:00 am, plaintiff Thavone Santana left his apartment to purchase a charger at a convenience store on Livonia Ave in Brooklyn, NY. Defendant Ritchard Blake, a then-sergeant for the NYPD, encountered plaintiff and, believing that plaintiff was attempting to steal his cell phone, shot at plaintiff twice, with one bullet hitting plaintiff in the face. After shooting plaintiff, defendant called for back-up, and then tried to plant knives on plaintiff's person before noticing nearby surveillance cameras and quickly retrieving the knives. NYPD offers John Does falsely arrested plaintiff, handcuffing plaintiff to the stretcher as plaintiff was being transported to the hospital.
