Description: On February 17, 2023, plaintiff was operating his motor vehicle when he was approached and stopped by defendant-officers. At the time of the incident, plaintiff's left leg was in a brace and was required to use crutches to walk. Plaintiff complied with officers' requests for identification. Officer-defendants ordered plaintiff out of his vehicle. Officers placed defendant under arrest, restrained him with unreasonably tight metal handcuffs.
