Complaint
Description: On or about March 16, 2017, Joel Torres was stopped by NYPD officers, including Officer Kevin Preiss, while driving near 231st Street and Riverdale Avenue in the Bronx. Torres was accused of running a red light, although he claims he was complying with all traffic laws. The officers conducted a search of both Torres and his vehicle without probable cause, leading to his wrongful arrest on charges of driving under the influence. Torres was detained for approximately 59 hours and faced prosecution, which he alleges was malicious. All charges were eventually dismissed on August 8, 2018. As a result, Torres claims to have suffered emotional distress, physical injuries, and harm to his reputation.
