Description: On October 4, 2019, at approximately 7:17 PM, Plaintiff was at or near 7th Avenue and West 120 Street, New York, lawfully present in the area and otherwise not committing any offense or violation of the law. Defendant unnamed NYPD officers approached the plaintiff and ordered him to get against the wall without any explanation. The officers frisked and searched Plaintiff without probable cause before handcuffing him in an excessively tight manner. Plaintiff was falsely charged with numerous violations of the law including Criminal Sale of a Controlled Substance in the Third Degree.
