Description: Defendant Officers had stopped a vehicle and Plaintiff began to video-record what the police were doing. PO Locher and other 32nd pct officers made false statements to other officers about what plaintiff was doing, damaged his video-recording device & his glasses while violently arresting him. PO Locher falsely alleged, through statements made in complaint by PO Green, that plaintiff jumped on his back, wrestled with him and prevented him from carrying out his other duties. Plaintiff charged with OGA, Dis Con, and Inciting to Riot. All charges were dismissed on March 5, 2013.
