Description: On March 12, 2021, Plaintiff was lawfully driving his vehicle in compliance with all traffic laws, statutes and ordinances when Defendants, including ROCHELLA EXETER and other unknown police officers, illegally pulled Plaintiff’s over, made Plaintiff’s passengers exit the vehicle, and further conducted an illegal search of Plaintiff and his vehicle. Defendants grabbed Plaintiff, and violently contorted Plaintiff’s arms behind his back and applied metal handcuffs to his wrists in an excessively tight fashion. No contraband or weapons were found during the search.
