Conclusion Meanings:
'Exonerated': or 'Within NYPD Guidelines' - the alleged conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Unsubstantiated': or 'Unable to Determine' - CCRB has fully investigated but could not affirmatively conclude both that the conduct occurred and that it broke the rules.
Further details on conclusion definitions.

Complaint
Description: On July 13, 2011, as plaintiff was exiting a bar with a friend, they entered a cab. Defendants then stopped the cab and ordered plaintiff and his friend to step out of the vehicle. Defendants proceeded to search plaintiff. Defendants ordered plaintiff to pay the bar $500 for damage caused to the bar by another individual although plaintiff had already left the bar when that incident occurred. Defendants then arrested plaintiff and transported him to the 9th precinct, where he was strip-searched. Defendants then provided false evidence to justify plaintiff's arrest.

Complaint
Description: On September 15, 2012, Sandra Fields and Sean McKeown, participating in an Occupy Wall Street sidewalk march, were unjustly targeted by NYPD officers. Lt. Stephen Latalardo violently pushed Fields to the ground, and both plaintiffs were arrested without cause. Officer Felix Schmidt informed McKeown of his arrest, conducted a search, and an unidentified officer stole McKeown's phone, allegedly for intelligence on the OWS movement. The plaintiffs were detained, and their belongings, including a protest banner, were not returned. Charges against them were eventually dismissed.
