Description: On or about February 4, 2019, at 12:30 p.m., Mr. Byron Jackson, a black man, was stopped on 116th Avenue near its intersection with 146th Street in Queens by Officer Ropenus and five other unknown NYPD officers. The officers asked Mr. Jackson where he was coming from and where he was going. They told him that the prior night a woman had been assaulted by a black man wearing a similar coat to the one Mr. Jackson was wearing. They pressured Mr. Jackson into handing over his identification and allowing them to take photos of him and his ID, after which they permitted him to leave. Description: On June 6, 2018, plaintiff was assaulted, falsely arrested, imprisoned, and subject to distress due to the actions of defendant-NYPD Detective Raymond Abear. On August 1, 2018, plaintiff submitted an additional notice of claim against NYPD. On June 6, 2018, plaintiff was handcuffed in front of her (plaintiff's) son. At the time, plaintiff was informed that her son would be forcibly handcuffed if he was not brought voluntarily to the Elmhurst Pediatric Psychiatric Emergency Room ER. Plaintiff made a formal complaint with the US Military, leading to an interaction with defendant-Detective Raymond Abear at the 112th Precinct in Queens County, New York precipitating in this complaint.
