Description: On September 4, 2014, Plaintiff was riding as a passenger in a vehicle that was pulled over at gunpoint by NYPD officers, including PO Manuel Maria. The officers handcuffed Plaintiff and the other vehicle occupants and asked them to lie on the floor for approximately 40 minutes. Plaintiff and the other vehicle occupants were then taken to the PAS 1 Housing Complex Precinct. At the precinct, Plaintiff was strip searched and detained for approximately 5 hours. While Plaintiff was detained, the handcuffs lacerated his left wrist. The laceration ultimately developed into a permanent mark.
