Conclusion Meanings:

'Substantiated': The misconduct occurred and it violated the rules. The NYPD has discretion over what, if any, discipline is imposed.
'Unfounded': Evidence suggests that the event or alleged conduct did not occur.
'Within NYPD Guidelines': The conduct occurred but did not violate the NYPD's own rules, which often give officers significant discretion.

P., V. Infant M/n/g Pechnikova, Anna vs Lopez, Steven, et al.
Case # 723264/2024, Supreme Court - Queens, November 7, 2024
Complaint
Description: On April 23, 2024, plaintiff and his mother were at a temporary housing shelter, where they were residing, when they were falsely imprisoned within the shelter by its employees. Defendant NYPD Officers Steven M. Lopez, Rawle Persad, Nicholas, Derles, and Lawrence Granshaw, then arrived and assaulted and battered plaintiff. In doing so, defendants disregarded plaintiff's autism spectrum disorder in a way that caused unnecessary and wanton infliction of pain. Defendants also searched plaintiff's property without probable cause or reasonable suspicion.
