Description: On or about September 26. 2012, Plaintiff was riding his bicycle in the street and noticed 2 cars double-parked on the street. Plaintiff rode onto the side way to avoid getting caught in the passing traffic. He rode back into the street after passing the 2 double-parked cars. When he made an U-turn a police van sped up and cut him off in a manner and method endangering Plaintiff's life. Police Duclair exited the van while calling for backup and asked Plaintiff to put his hands behind his back. Once the backup arrived, Police Duclair forcibly throw Plaintiff onto the ground and handcuffed his left hand .
